# Governance: adaptive quorum biaising

Substrate used to take decisions using “governance v1” which was a system with three components:

> - Technical Committee - A technocratic committee to manage upgrade timelines.
> - Council - An approval-voted, elected executive “government” to manage parameters, admin and spending proposals.
> - Referenda - A general voting system for everything else which rewarded long-term stakeholders with increased influence.

Because they do not have an identity system (apart from the council), the votes of people are done by staking tokens (similar to [Quadratic Funding](https://forum.duniter.org/t/quadratic-funding/9836)). The power of the vote is the product of the lock period by the amount of tokens loked. The interesting part I wanted to bring here is the “adaptive quorum biaising” depending on the council vote which helps adapt the validation threshold depending on the turnout.

> turnout - the total number of voting tokens (does not include conviction)

- in case of unanimity of the council ([~20 people](https://polkadot.js.org/apps/?rpc=wss%3A%2F%2Fkusama-rpc.polkadot.io#/council)), a low turnout can validate the decision with a low threshold while a high turnout needs a stronger majority to change the council vote
- in case of unclear majority of the council, it’s the opposite: at low turnout, a strong majority is needed to validate the decision while at higher turnout this threshold is decreased

This is an interesting tool to make decision making easier while still strong when a subject is polemic.

A new system called “governance v2” has been developed and is now deployed on Kusama. I have to read about it.
