Identity creation for "existing account"?

@tuxmain in commit 40cec7d0 you add a documentation for create_identity call saying:

Create an identity for an existing account

However, due to the behavior of duniter-account, it seems that we can create an identity even for a non-existing account because it increases its sufficient count.

Could you explain to me what you meant by “existing”?

You’re right, I was still in the past when we had to send gdevs to the account before creating the idty!

The doc comment should be fixed indeed.
